Littering Law proposal

Hi,

not sure exactly how to do this but as I'm trying to elict approvals for a proposal I thought that I'd post it here:

Littering Law

A resolution to increase the quality of the world's environment, at the expense of industry.


Category: Environmental
Industry Affected: All Businesses
Proposed by: Edderkopp

Description: Description: APPALLED at the environmental and public health risks caused by litter,

COMMENDING all efforts to minimize this by recycling or responsible waste disposal, yet

NOTING the irresponsibility of some citizens,

REGRETTING that much of the initiative is upon citizens to dispose of waste,

DEEPLY AWARE of industries wasteful packaging of products,

CONSCIOUS that a “re-balancing” of the responsibility would have an effect on the environment,

EMPHASIZING that this Littering Law has the advantage of providing extra employment for waste collection operatives.

The UN:

1. CALLS upon member nations to tax companies at source for waste disposal of packaging;

2. REQUIRES member nations to check waste for packaging and originating company;

3. REQUIRES member nations to tax offending companies in proportion to the amount of waste packaging collected.

So, if this sounds like your "cup of tea" get proposing :D

One question, Why does the UN have to do this, couldn't this be better handled by the individual nations?

Astonishingly, this is even less funny than the other one. Silly proposals are banned.

In case the mods rule it's sensible and thus legal, clause 3 is illegal without specifying it only applies to international firms: domestic firm taxation is a national right under the terms of "Representation in Taxation".

I agree but with multinationals about(?) then there would be the need to tax across frontiers

wait, instead of fineing the people who do the littering, you're going to tax the businesses who made the product whose packaging was thrown out?
That's the idea, the businesses would then have much more incentive to create environmentally friendly packaging / less packaging / more(larger) requests to sensibly dispose of the waste.

But the compainiues aren't the ones improperly disposing of the waste, why do you want to punish them for something that they didn't do?

Believe the proposal in itself does just that give this to the nations to handle.. Thus agree with you..

Why do we need a resolution as most nations probably already do this just for the taxes noted in it? This does noting as it leaves nations to decide how much to tax and what is to high a level of waste thus needs taxing.

Also most company don't litter they dump their waste some place established for this. Therefore they pay for this service to take such trash/waste.

Littering is tossing trash/waste into an area not set to handle it.
Dumping is putting trash/waste where it can be desposed of or recycled.

OOC: In RL europe, there is a trend towards forcing manufacturers of certain items to be responsible for the collection of the item, and to absorb the cost of collection. Idea being that fridge parts can be recycled.

I can't see why a UN resolution could not be implemented that did the same. Which items is a matter of discussion however.
