A resolution to increase the quality of the world's environment, at the expense of industry.

Description:
REAFFIRMING its determination to strengthen the role, capacity, effectiveness and efficiency of the United Nations in the field of environmental preservation,

CONSCIOUS of the continued deterioration of the global environment, as well as of the need to strengthen the institutions of the United Nations charged with the responsibility for the environment,

EMPHASIZING the importance of strengthening the capacity of the United Nations environmental programs and of ensuring the stable, adequate and predictable financial resources necessary for the fulfillment of its' mandates,

CALLS UPON the United Nations members to increase cooperation in and strengthen coordination of their activities, within the framework of their respective mandates and separate programmatic and organizational identities, in the preservation of the global environment,

ESTABLISHES the United Nations EarthWatch Council, for the purpose of enhancing flexible, cost-effective working methods and international coordination in the field of environmental preservation,

INSTITUTES an annual, ministerial-level, Global Environmental Forum, in which participants gather to review important and emerging policy issues in the field of the environmental preservation, with due consideration for the need to ensure the effective and efficient functioning of the Council on promoting Sustainable Development

SUPPORTS the coordination between nations regarding environmental and environment-related programs, with full respect for the status of the respective nations and the autonomous decision-making prerogatives of those nations and emphasizes in this regard the need to provide the United Nations EarthWatch Council with adequate resources to perform this task,

WELCOMES the involvement, participation and constructive engagement of major groups active in the field of environmental preservation, with due consideration for the relevant rules, regulations and procedures of the United Nations,

WELCOMES ongoing work in the development of indicators in the field of environmental preservation, and in this regard stresses the importance of the need to avoid duplication of efforts.

In a sense, this looks very good.

However, bear in mind:
1. UNEP does not exist.
2. Plagiarism is illegal.

I will admit I used a real life UN Resolution as a template, however as all it originaly wanted was a report, and im trying to create a council, as well as modified wording to not get into Human Rights, etc. I feel i've changed it enough.

Keep in mind it is my 1st attempt at one of these.

However, you're referring to a commission which does not exist. As such, I'm fairly sure the proposal will be deemed illegal.

Perhaps a good first step would be to set up the UN Environmental Program?

Or we can take out the UNEP alltogether. The UN has enough bureaucratic organizations to deal with, and one per resolution is [more than?] enough.

Also, other than the clauses about the EarthWatch Council and the environmental forum, it's actually pretty fluffy. It's a nice proposal, but again, it's not important enough to warrant the creation of two organizations, which would be redundant anyway.

Caratia lends its support to this bill and hopes for these changes to be implemented soon.

Ive changed Environment program to environmental programs - refering to those environment resolutions already in place and not by name,

Ive eliminated some of the most obscure parts and rewrote a few spots to fit in the game a little better.

Your input is apreciated. I'll have to wait for my original proposal to expire to re-submit unless someone knows how to edit those and would care to tell me how. It has 17 endorsements the way it was.

It can't be edited while it's in the list, you'll have to wait until it expires... so you'd better save the list of nations who've already approved it, to ask for their approval again after resubmitting with a modified version.
