IRL the United Nations is not a legislature.

In fact not even the European Union has this power over its member nations.

NationStates is not the real world, therefore we can do things however we want. Since UN Resolutions alter the statistics of your nation, the only way to explain this is mandated compliance.

OOC: I think the best explanation is that to do otherwise would render the UN completely useless unless everyone RP'ed abiding by those resolutions. Since not all of us RP, plus the stat change that occurs within nations when new legislature passes, to not have mandatory compliance would be a programming nightmare. Since this whole game started as Max Barry's attempt at extra PR for Jennifer Government, the work required to set up that kind of detail probably wasn't considered warranted.

At this point, nations have a bit more of a vested interest in what legislation passes or not since it will have a very definite effect on their government whether they wish to comply or not. Makes things a little more interesting in the debates at the very least.

So, I take it we can't do thing like impose sanctions on a non-compliant nation? (since there is no such thing as non-compliance)

You can RP it in International Incidents if you'ld like.

Personally I find it amusing to see how to comply with the letter of the law, and still exploit the bejabbers out of it. Thats one of the great things about having a UN puppet for my main region.
