To further the development of energy resources, it might be good to develop a World Energy Map. This would be a survey on where the most efficient use of alternative energy sources is available. It would map out the wind speeds and concentrations for wind energy, ideal locations for hydroelectric, location of thermal vents for geothermal, highest concentration of sunlight for solar energy, strength of currents for wave energy, and ideal secondary crop land for biomass growth. This is just an idea at this point.
That's actually a very respectable idea, especially with all the alternative energy proposals floating around. It could be immensely helpful to developing nations which lack the funds and personnel to survey land for this and similar purposes.
Caratia herself would benefit nicely from a survey like this. Maybe the proposal could establish a UN Land Survey Council that would have the relatively simple job of convening once a year to oversee an annual land survey.
To protect national sovereignty (and to possibly reduce the work of the UNLSC), participation in the survey could be optional.

Initially, I included alternative energy, it could also check for oil, gas, coal, etc. Helping develop a wide variety of different energies to use for developing nations, not just a single source like oil. This would allow balanced energy development unlike what is going on now.

Any nation that has been hit by a DeNuke Virus and made their Uraniunm worthless.
We believe that this with work could be productive if it doesn't get to involved and violate national borders without individual nations coming on board.
Also if it doesn't interfer with trade of procedures to produce energy between nations that would result in a loss of profit by making those procedures free to all without cost...

It would be voluntary. It would be a survey for best use and availability of energy. Not incredibly hard to do. It would be useful for most tech levels-- if you included things like where are the best trees for firewood, or where is the peat mine..., etc.
