This being the first proposal I have ever submitted, I was wondering if I could get any feed back on how to improve it. thanks.

Transportation Network
A resolution to reduce barriers to free trade and commerce.

Proposed by: Monkey Fights

Description: WHEREAS, the World of Nation States is ever expanding, and,

WHEREAS, more and more nations are emerging which are small in population and economy, and,

WHEREAS, many member nations have national transportation systems, and,

WHEREAS, many trade routes are diverted around mountains, deserts, and even poor countries due to inadequate rails and roads, and,

WHEREAS, many countries have difficulty creating a market for new goods and tourism, and,

WHEREAS, there are new technologies which enable trains to travel at several hundred kilometers per hour carrying very heavy loads, and,

WHEREAS, many countries who are devastated by natural disasters, war, famine, etc suffer needlessly because aid cannot reach them in a timely manner, and

THEREFORE BE IT RESOLVED that an international network of railways, roads, utility lines, and other necessary items be created spanning the globe in an attempt to creat a more globally connected world.
-Each country would be responsible for the design of their inner routes and connecting them with border nations.
-The U.N would aid countries unable to adequately build there own network.
-Non member nations would be able to join for a fee, which would go to maintain the network.
-All fares and fees from transporting goods and people would only be used to maintain and improve the network.
-Various hubs would be built at major cities and junctions, which would contain airports, hotels, transfer stations, etc.
-The requirements to enter a country would be left to that nation
-All U.N. member nations would join the program, even if it meant only connecting existing highways to boarder countries.

This resolution greatly increases and diversifies the volume and type of trade that would occur between nations. Also, tragedies would be able to be responded to faster, saving many thousands of lives.

First off, post here before you submit, since you can't edit a resolution. Second off, you will probably need to set up a UN commission to handle the maintenance of the roads. Still, it's a good start.

You should probably join Reclamation (http://s15.invisionfree.com/Reclamation); it's a forum where proposals are discussed, improved, and collaborated on.

Unlike the forum we're in now, which is where proposals are sliced, diced, and made fun of. ;)

Thus with nothing to set a standard on these so called networks one could end up moving at say 200mph on a rail line that can handle it and then back to one that can just barely handle slow steam engines.. with a few wooden cars hooked to it. Also with two nations to one outside the UN how do we deal with them here when a member's only neighbors are not members of the UN and they want no part of anything UN... or those nations members of it..
