This proposal aims to:
1) Reduce all unnecessary fossil fuel stations and eventually eliminate them, within a set time, individual for all major countries set by an independent committee.
2) That an independent committee be set up consisting of Seven permanent members and thirteen elected memebers.
2b) That all permanent members are to be the seven major contributors to carbon emissions.
2c) That the thirteen elected members be elected by the seven permanent members.
3) That financial assistance, mainly loans, be lended to needy country to wean them from the cheap appeal mof fossil fuels.
4) That all renewable energy sources be considered.
5) That nuclear power is also considered as a replacement .
5b) That any new nuclear reactor must be a fast reactor.
6) That excess power must be given to needier countries first.
7) That no further development on fossil fuel stations be allowed, with exception to clean coal stations.

I'm no expert on the rules, but I'm sure that I've read somewhere else on these forums that defining the composition of the committees is illegal. Otherwise ok.
2b) That all permanent members are to be the seven major contributors to carbon emissions.
2c) That the thirteen elected members be elected by the seven permanent members.
Viz above point.
3) That financial assistance, mainly loans, be lended to needy country to wean them from the cheap appeal mof fossil fuels.
"mof"?, and why loans and how planned (i.e. repayment times, etc).
4) That all renewable energy sources be considered.
5) That nuclear power is also considered as a replacement .
Define "renewable energy sources".
5b) That any new nuclear reactor must be a fast reactor.
What on Earth/s is a "fast reactor":confused:

What about gas-powered stations? And is there truly such a thing (and if there is how does it work) as "clean coal"?

Committees may be created, as long as certain things are kept in mind: nations do not sit on committees, they are staffed by mystical beings that instantly spring into existance and live only to serve on said committee.

From Wikipedia: A fast neutron reactor or simply a fast reactor is a category of nuclear reactor in which the fission chain reaction is sustained by fast neutrons. Such a reactor needs no neutron moderator, but must use fuel that is relatively rich in fissile material when compared to that required for a thermal reactor.
Because absorption in the moderator is a major loss of neutrons in a thermal reactor, a fast reactor has an inherently superior neutron economy; that is, there are excess neutrons not required to sustain the chain reaction.
Unfortunately, not everyone is going to go to Wiki or the like to find out what this is, so you may want to rethink that part. Furthermore, I'm not sure why you want this...
6) That excess power must be given to needier countries first.
This will not necessarily help. They first need to have the infrastructure in place to use it, plus you need to be sure that it will be used to develop the country rather than to fuel the dictator's lifestyles. And again, what is a needy country?
7) That no further development on fossil fuel stations be allowed, with exception to clean coal stations.
You may need something to bridge the gap during the transition. In new countries where there are not many established generating stations, fossil fuels may be needed in the short term until they can develop more efficient ways to use it.
Here are my suggestions:
1. Cut the stuff on the composition of the committee: it's illegal.
2. Add a preamble, telling us why we need this, and defining what a needy country and a fast reactor are, and why we need fast reactors.
3. Add a better system for giving loans/energy to needy country, one that will definitely aid development rather than just funnelling more resources in that may not be useable in the current situation.
4. Recognize that fossil fuels may be necessary still in the short run, and that new ones may be needed in developing (needy?) countries.
