Stateless Persons - A growing problem

I have once stated a proposal to address the growing problem of people becoming stateless, or persons that do not have any form of citzenship, legal I.D. or ties to any nation. Really, no place to call home.
Because of war and disapperance of one's nation is one of the many reasons why people become stateless, I feel I must address that there must be some sort of bill to be created to solve this growing problem in the world.

Reasonable. That 's a topic which I think most of us would agree could rightfully fall under the UN's jurisdiction.

(ooc:) A real world example would be like the Palisintians in the Gaza strip.. Plus does anyone know about this topic or anyone who knows is stateless? (:ooc)
These are just a few questions I have asked myself in creating this bill.
How would a stateless person be legally IDed and processed?
Would the UN here would have a UN stateless person's passport or some sort of paperwork to give them and help them live a more normal life?
HOw could they apply for a nation's citzenship? Or UN protection?
HOw can one prove that they were born on a such and such a date, and where?
Is there anyway for those that are stateless, able to work legally (such as seaman and merchant sailors) in the countries they are residing in?
Since they do not have any national ID, the problem of crossing borders would be next to impossble.
How can they (stateless person) can be able to travel to place to place?

i assume by a stateless person that you mean refugees. If thats the case they can already either seek asylum and citizenship in a nation willing to take them or return back to their own lands after a period of time.
the Empire has opened their hearts to refugees before and now these people hold Kirisuban citizenships, jobs and are learning our language. their children will be the ones benefiting in the future.
If another defination is meant although the obvious solution would be a temporary UN citizenship so they would no longer be stateless.
this way they get ID, passports and protection if they're in a UN nation. If they're not theres not much that can be done.

That is exactly what I am speaking of...
Another one of the probles of becomeing statless is either by some sort of misunderstanding of two countries ( like if you applied for to be a citzen in one nation, gave up you other nation's citzenship but somehow something got F.U.B.A.R ed along the line, and now you NO citzenship to any nation whatsoever.)
