International Emergency Aid Act (Proposal DRAFT 2)

WHEREAS, the United Nations functions to further the well-being of the world as an international community, and

WHEREAS, the UN should take legislative measures to successfully accomplish this mission, and

WHEREAS, such legislation may be used in the form of support for fellow nations or in the form of prevention from social and/or civil unrest, so

Therefore be it PROPOSED that,

The United Nations enact an International Emergency Aid Fund, which will be supported through mandatory annual monetary deposits by all member nations. Let this annual deposit be proportional to the size of the economy of each individual participating nation.

Furthermore, let this Fund be used for the following purposes / actions (which must be approved by vote of the General Assembly):

1. For support of international peacekeeping and aid troops conscripted during a time of emergency international crisis, political turmoil, or social / civil unrest.

2. For support of programs / concessions made by the United Nations in response to a time of emergency international crisis, political turmoil, or social / civil unrest.

Also, Be it further AGREED that if this proposal is passed, it is done so in the best interest of the world community in its strife to achieve further unity and integrity. Therefore, let all international laws apply to the programs hereby created by this proposal.

This is better than the previous efforts, but still very illegal.

Metagaming. You cannot change the powers of the General Assembly.

1. For support of international peacekeeping and aid troops conscripted during a time of emergency international crisis, political turmoil, or social / civil unrest.

Metagaming. The UN does not control armed forces.

2. For support of programs / concessions made by the United Nations in response to a time of emergency international crisis, political turmoil, or social / civil unrest.

Irrelevant given the past two violations. These programs cannot be decided without a new resolution, which would then specify their funding. Also, they cannot focus on peacekeeping missions.

Also, Be it further AGREED that if this proposal is passed, it is done so in the best interest of the world community in its strife to achieve further unity and integrity. Therefore, let all international laws apply to the programs hereby created by this proposal.

International law applies automatically in everything, so this is redundant.

Loose argument on my part, but couldn't this be construed as direct taxation on the nation, and thus on its citizens. If the transitivity of nation=citizens holds, then this violates the UN Taxation Ban

Could be construed as creating a UN military force, especially with the mention of "conscripted". Even if not, though, from where would they be conscripted? Preexisting organizations (i.e. IRCO), or national militaries, or national populations?

Didn't you say that this was the purpose of the UN in the preamble? If so, isn't this just redundant. This clause unfortunately accomplishes nothing.

Like UN laws? Which would already apply because they are UN programs?

Sorry if this seemed unnecessarily harsh; that was not my intention. It's just full of problematic sections, is all.
