I decided to post a new thread for this discussion as it was the seed that was spawned fromthe socialized healthcare model of "free healthcare", and I didn't want to get the two confused on the same thread. Hopefully Fonzo and Cluichstan will drop by and help out.
The one idea I am thinking about just now is whether the UN has an initiative set up to allow other UN nations that are more affluent, to render aid, assistance and healthcare to the less affluent UN members.
Another question that I hope Fonzo or Cluichstan answer is if the above is true. Does that mean that only the UN nations are given aid etc?

OOC: This is exactly what Hirota likes to see happen with newcomers – a bad idea made good, and the newcomer understanding why it was a bad idea without being offended by the regulars. There is the red cross, but that hardly involved in UN nations. Does that mean that only the UN nations are given aid etc?It would be difficult to legislate for nations outside the UN, partially because they are unaffected by resolutions. You could probably roleplay it, but it would not be in the mechanics.

Anyway, WHO is a decent idea, but find a flashy new name for it. You can get some inspiration from this baby (http://forums.jolt.co.uk/showthread.php?t=464181) if you want to do a foreign aid thingy. I suggest you keep the two ideas separate.

I believe some people are already working on the proposal, and once they have drafted it they will post it and we will edit it till the majority is happy.

A WHO type proposal has been looked at a few times. However there are a great many existing resolutions that would fall normally under the auspices of the WHO in existance and thus the previous WHO ideas fell on the house of cards sword. To emphasise the lack of progress in this matter up to now may I propose we call the new Bill United Nations Medical Ethical and Social Society. (UN MESS) :D

I fully concur with the idea, however the CDC has quite a reputation for itself in the real world... Hasn't anyone read Stephen King's the Stand???
