It's polite to put a copy of the proposal in the thread so delegates don't have to track it down in the queue to find whether it's worth approving:

Worldwide Vaccinations
A resolution to reduce income inequality and increase basic welfare.

Category: Social Justice
Strength: Strong
Proposed by: Osteoporosis

Description: RECOGNIZING: Medical science has the means to control or eradicate diseases that can be epidemic or pandemic in nature or that could potentially be used in biological warfare

PROPOSES: The following vaccinations be mandatory throughout the world:

1. Diptheria, Tetanus, and Pertussis - DPT
2. Smallpox
3. Polio
4. Varicella (Chickenpox/Shingles)
5. Measles, Mumps, and Rubella - MMR
6. Meningitis
7. Pneumonia
8. Influenza
9. Hepatitis A and B

BENEFITS: Implementation of this vaccination program would remove potential biological threats as well as reducing infant mortality rates and increasing the average adult lifespan. The costs of healthcare would be reduced as these controllable maladies were eliminated or brought under control.

Hirota acknowledges the sentiments of Osteoporosis. The idea of combating diseases is a worthy cause, which is worthy of exploration.

However, Hirota disagrees with some of the points raised by the proposal.

1. Hirota is certain that biological weapons are illegal with the UN. Whilst immunisation would render non-UN biological weapons ineffective, we don’t feel that it is a significant justification.
2. Hirota is certain that some of the diseases listed are generally well under control and the occurrences of infection are declining.
3. Hirota notes the failure to provide the opportunity to expand that list of diseases further. We imagine there are NS diseases which do not exist in RL.
4. Hirota remains unconvinced on the potential health risks associated with immunisation. Whilst most of those concerns have been lessened after RL research, we are uncertain that the risks are insufficient to ensure
5. Hirota remains unconvinced on the perceived cost savings of indiscriminate immunisation.
6. Hirota notes that any proposal within the UN would not affect the worldwide arena, and thus would not serve to eradicate disease wholly.

Instead, Hirota would suggest a stockpile of vaccinations be made available in the event of epidemic or pandemic. This is an international concern, and is only right and proper that the UN is the forum in which to address this matter.

OOC: Good idea, though I'm not sure it's the right approach. I'm also not persuaded that the category is right. The outcomes for the vaccinations issue would suggest that this should be Moral Decency as you effectively compromise civil freedoms by forcing people to have vaccinations .

I too, agree with the sentiment, but to force people to get vaccinated is unfair. Perhaps an international vaccine store or fun to provide all nations with adequet vaccine supplies would work, but forcing people to get vaccinated, especially in nations that may not have enough vaccine, is rediculous.
