This is an idea to create a worldwide public health organization for member nations to prevent epidemic diseases and promote the well being of member nations. These are the basics.

States:
Health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity.

The World Center For Disease Control and Preventions function is :

1) To prevent the outbreak of epidemic diseases across borders.

2) To provide medical help in major crises either humanitarian, bioterrorism, or man made or natural disasters.

3) To provide worldwide health statistics for all member nations.

4) To promote the improvement of sanitation including water treatment and environmental hygiene throughout member nations.

5) To develop and promote international standards in regard to pharmaceuticals and similar products.

6) To provide preventive information worldwide for major diseases and health issues across all age groups, disabilities, and ethnicities for both mental and physical health.

7) It is not our position to stockpile bioweapons. We however will produce vaccines and other preventive measures against this. We will focus on prevention of major diseases which have readily available information on them. We simply cannot afford to cover every possible disease.

I have no delegates so this is only an idea. Throw your thoughts into this.
If you want to rewrite this legislation you can however you want.

Karlania is concerned that such an agency could be the target of spying resulting in hostile nations gaining access to samples of or information on dangerous pathogens or even sabotaging aid efforts in stricken regions.

That would be ideal if the UN could even form such a force to protect itself as it's not legal for the UN to form a Police or Secutityr or Military force. Thus if it can't for itself in full how can if form one for some lower level part of it.

This would mean that in time each section/branch/committee/department of the UN has what the full UN can't have.

As I see it the UN has to depend on it's own security from local forces in the areas it operates since it can't form them on it's own. Thus for it to form one for part of full would not be legal.. as it would have to fall to whatever local security there might be to provide protection.. Thus not practical as even the best 'national/private' security forces can fail.

Whilst this is a great idea, I think a lot of it is covered by Epidemic Prevention Protocol.

Seriously, though, I do feel that preventing the spread of disease, which doesn't pay attention to international borders, is an effort worthy of this body.
