Repealing 'Citizen Rule Required'

RECOGNISES the right of all citizens to self-rule.

POINTS OUT that Resolution No. 8 has no provision in order to ensure the carrying out a fair and free elections.

CONCERNED that nations could use techniques to affect the outcome of a vote such as:

(1) The employment or use of paramilitary groups to coerce voters into voting for certain entities.

(2) The creation of false individuals by entities in order to cast votes in the enteties favour.

(3) The use of intimidation against political opponents in order to force them to stand down for election.

(4) Biasing the ballot count in oreder to produce a favourable result.

(5) The banning of political opposition by a Government.

REALISES that these techniques can be used by a nation in order to produce an illusion of citizen self choice, when actually it has no actual democratic freedom

NOTES that some of these tecniques were used in a number of well know cases, such as Germany 1932-1934

ACKNOWLEDGES that this resolution dose not prohibit the practice of Democracy in UN Member Naions.

RECOMENDS with the utmost urgency the writing of clearer legislation with the provision of setting up an agency in order to monitor elections and ensure that they are fair and free.

This is a good start...but I have bad news. The UN can't enforce democracy on its member states. There are, the meagre provisions of Citizen Rule Required aside, absolute dictatorships within the UN - myself being the representative of one such system - and that is absolutely kosher. In fact, I think a more democratic proposal would be deleted as an illegal ideological ban. So, whilst I think yours is a good idea, I don't think it's really workable.

Heh, the funny thing is that the Democratic Republic of North Western Eurasia, like many nations with the prefix 'Democratic Republic' isnt actually Democratic.

The only concession to citizen rule we have is the ability to allocate taxes.

I thought that 'Citizen Rule Required' bound member nations to democracy (on any scale), therefore I thought if I have to have some democracy it might as well be a good democracy.

No. CRR only requires you to give the people some level of involvement: including at the local level. So allow them to elect their town councillor or something. It doesn't enforce democracy in any real sense.

In our government, we recently added a legislative branch which includes 251 seats, 170 of which are elected by the majority party of the executive branch. This provides the other citizens a place to express their greivances without interfering with the Big Business Party's totalitarian ruling. :)
