It seems to me that there will be a huge contradiction between "Abortion Legality Convention" and "Clinical Abortion Rights", assuming they both pass.
ALC seeks to return choice to the member states, wheras CAR takes the choice away from members. If ALC passes, can CAR be voted on without a repeal first?

Your analysis of the two proposals is spot on, and to answer your question, no, CAR will constitute an illegal proposal should ALC pass and won't even come up for a vote.

Well...no. If the ALC passes, I believe CAR would be deleted. There most definitely is a contradiction between them.
