Draft proposal: right to sport

I'm fairly new at this. I have put this proposal up before, but it received little support. So I put it up here to see what people think before resubmitting it. Any comments are greatly appreciated.

"Considering the importance of sport and physical education for health, physical development and for acquiring values necessary for social cohesion and intercultural dialogue.

Acknowledging that sport and physical education can present opportunities for solidarity and cooperation in order to promote tolerance, a culture of peace, social and gender equality, adequate responses to the special needs of persons with disabilities, dialogue and harmony.

Sets the following rules:

A. Every person has the right to take part in sports activities.
B. The government will cover all the extra costs taking part in a sports activity implies for disabled people.
C. Physical education should be part of the curriculum for all children between the age of 6 and 16.
D. Membership of a sports club is free for those on a minimum income. Persons with a higher income should pay a fee in relation to their income.
E. The government ensures enough room for people to practice sport, especially children, on a special location and/or playgrounds near their home.
F. Professional athletes will receive a basic salary from their government in the first five years of their professional career, after which they should be able to provide an income by themselves of through a private sponsor.
G. All sports will form a federation which governs the rules of the sport. All federations will be financed to a maximum of 50% by their government and should receive the rest of their income by private sponsors and membership fees.
H. All federations unite in one international federation per sport. Federations promote their athletes to take part in international events. The government will give extra financial aid to ensure international events can take place.
I. Each international federation is required to make a list with products which are illegal to use during a professional sports event, the doping list. A procedure will be made to ensure regular checks and guidelines for dealing with doping claims, including the right for each athlete to take their case to an independent international tribunal.
J. Each athlete found guilty by their federation of taking doping will be permanently banned of practicing their sport on a professional level and will face criminal liability, which also applies to those providing, promoting and/or selling doping products to athletes."

Sir Cyril stands up and addresses the assembled delegates.

"As noble as the distinguished representative of Edjames intentions are, I'm afraid I cannot consider this worthy of the UN attention"

This is an interesting suggestion, but the government of St Edmund feels that the matter concerned is one that should be left for national governments to handle.
