SubCongress Creation Bill

WHEREAS, leadership in the UN must be highlighted by the common work of nations,

WHEREAS, leadership must be created by those same nations which strive for the embetterment of the world community,

WHEREAS, such leadership formed by those nations must be endorsed through a body of authority,

Therefore, be it RESOLVED that,

The Nations Of The World,with best interests in the embetterment of society as a whole through the unification of nations, form a sub-congress of the UN. Let this body have the power to draft, amend and support proposals into submission for UN resolutions. Let also this body be open to all nations which wish to address the current bill at hand (proposals to be offered to the sub-congress must wait until further notice by the President of that body).
