A much needed UN proposal

To the best of my knowledge there has never been a UN proposal put forth to guarantee the right of women to vote. Once i found this out I immediately put forth just such a proposal. I encourage everyone to get the ball rolling on it as it reflects poorly on us all that such a resolution hasn’t been passed.
PLEASE NOTE: If such a proposal has come up in the past i am unaware of it and I apologize.

My justification for saying it's illegal is Article 2 of Discrimination Accord, which guarantees a right to participate in government. Furthermore, Citizen Rule Required refers to 'all citizens' (well, it's actually 'all citizen', but, you know) so I don't think you could exclude women. Also, aside from the basic requirements of CRR, many UN countries are non-democratic, so the proposal lacks purpose anyway.
Sorry. But dealing with voting is something of a no-go, because the UN can't ban dictatorships.

You could say that women are not citizens. As far as I know, there are no UN resolutions mandating guarentees of citizenship.

If you weren't being honest, or you set the merits to ones impossible for women to achieve, then you'd be in violation. I guess.
