I think history indicates that war will injured soldiers, and most likely some will never recover, like an injury in the spine,or lost an leg. This can be extend to civilians injury due to car accidents (or other accidents)

I think this act would work toward the best interest of human, not only that, we might able to build an army of clone army one day, and thus eliminate the needs to risk our citizens life to go to war.
