DEFINES Information Protocols as the protocol followed by any UN member nation after the Tsunami Data Centre has given them notice of a Tsunami which is likely to hit their shores to ensure that the information gets to the people in the likely affected areas.
DEFINES Tsunami Warning System as a pattern of Data Points located in waters spread around in the territorial waters of UN Member nations connected together and to the Tsunami Data Centre by the Data Communication Network in addition to the Information Protocol's of UN Member nations.
DEFINES Tsunami Data Technician as an individual who has passed a technical exam and approved by the Tsunami Warning Commitee, after background checks, to service Data Points and Data Communication network equipment within the UN Member nation of which they reside.
ESTABLISHES the Tsunami Warning Commitee to oversee the running of the Tsunami Data Centre, Data Communication Network and all Data points and to approve various electronic meauring tools.
MANDATES that all UN member nations with Coastal waters upon request by the Tsunami Warning Commitee purchase and install an approved electronic measuring tool at the spot designated by the Tsunami Warning Commitee to form a Data Point. The Tsunami Warning Commitee will be responsible for connecting the Data Point to the Data Communication Network.
MANDATES that any upkeep of equipment used in the Data Communication Network is the responsibility of member nation where the equipment provides. The upkeep shall be done by Tsunami Data Technician
ALLOWS non-UN Member nations to nominate a location for a potential Data Point to the Tsunami Warning Commitee, Once approved by the Tsunami Warning Commitee. It responsibility of the non UN-Member nation to purchase and install any approved electronic measureing tools. The Data Communication Network will be implemented as in a UN-member nation.
FUNDED BY the sale of approved electronic measuring tools, fees for citizens of UN-member states to become, and stay being, Tsunami Data Technicians and a charity set up to ensure that the Tsunami Data Centre stays operational 24 hours, 7 days a week.

Any input would be appreciated, I choose International Security and Mild because I think this would be funded by most likely the Defense budget. Mild because I don't think it would cost much, defense wise to purchase an install the Data Equipment (though that is a one time cost) or service and manage the Data Communication Network
