stop Repealing, start ammending

Perfectly good laws with minor flaws are being repealed, which leaves a void in their place, when instead they should be ammended or replaced. there are too many resolutons in queue for the repealed laws to re-proposed in a timely manner. Instead of repealing, if writers of repeals ammended the resolution to include the language he or she desires, or simply wrote a resolution designed to replace the resolution being repealed, the political proces would move along faster, and more smoothly, without existing laws becoming defunct without replacement.

Some repeal authors intend to replace the resolution to be repealed, some don't.
I really think the 2 possiblity are needed.
The absence of the "replace" possibility, is I think a strong democratic failure of the NSUN; it's really sad for this game that it's impossible.
