Ok, after looking extensively at "Replanting Trees", we've come up with some less-obvious problems with the resolution, though we could just be overthinking it.

Resolution as it stands: "If any individual, private or public enterprise cuts down over 5 acres of trees, they will be required to have the same number of trees replanted. The responsibility of replanting trees will be held directly by those who cut them down."

Problems:

-Trees are not measured in "acres". Though we understand what this sentence is trying to say, the fact that trees are measured by a numbered count, and not by a land measuring figure, could result in confusion.

-this proposal does not account for a private/public enterprise's ability to provide the 5 acres needed to replant the trees if they desire to remove trees from an area.

-this proposal does not specify by which methods trees much be replanted--whether it be by the same number of seeds as trees removed or previously grown trees.

-whats to stop enterprises from cutting down 4.99 "acres of trees" repeatedly and never replacing any?

-"acres" is not a Metric System unit of measurement, and as this is not known throughout the UN as the Metric System is, this may cause confusion

-what exactly constitutes a "tree"--does it require bark? just a stem? just plant cells?

Considering it preceded "Metric System", I'd say you can let go of that one. Add on that Metric system is rather hated by a lot of non-regular NatSovs, it would probably be damaging to your campaign.
