legalization of all gambling activities.

to all regional delegates,

our country being the regional delegate of the region of south east eurasia has submitted a proposal in the U.N asking for
1.legalization of all gambling activities
2. 75% of all the earnings from such activities will go to the government.

but this proposal is still in the process of approval by UN regional delgates before being moved to the plenary for "U.N. member nation's aproval"

with this at hand i am humbly asking for the support of all regional delegates to approve the proposal "legalize gambling law" this proposal currently still needs 121 more approvals to reach quorum. this proposal is submitted to the U.N. on january 23 2006 and is located in the 6th page of the U.N proposals list.

1. Why should we legalise gambling? Your proposal doesn't give any reasons for this.

2. Not all UN member states have governments in this sense: many are collectives or anarchies. Further, there are already some with legal gambling, who do not collect 75%, or even 1%, of these earnings, because they see it as a private business in which the government should play no part. Why are you ignoring these? Further, what does 'earnings' even mean? The money the gambling companies make, or that individual punters should have their winnings slashed?
