-Make a list of the not stabil states
-Make a list of potential state that can support the terrorism
-Make a list of state that give Arms to the terrorist,

Those list should be give to the UN and every member of the UN can be take vision of that.

The law ATCIA is also an act for the prevention of terrorism, because every mumeber must give an impulse to every states to the collaboration on this plain.

Do you mean prevent? Because if not, we'll need a definition of prevenite.

Who decides what a "stable" government is? What are the guidelines for making that judgement? And not all unstable governments support terrorism.

Potential states that can support terrorism would be every state that has a few bucks in their pockets...

Maybe the one part of this proposal that has some bite to it, but even this part is bad.
