Urgent Security Messaging

Friends and members of the UN, we can no longer freely send messages. We require a secure code, which only governments shall have an access to decryption machines.
I propose we use three of the following codes,
http://nickciske.com/tools/binary.php Binary: Quick and easy to establish.
http://nickciske.com/tools/hex.php Hex: A medium encryption for normal messages.
http://nickciske.com/tools/octal.phpOctal: Because even sometimes The leader can't be trusted.

I urge you to view these ideas. With your backing we can stop spies infiltrating UN ranks.

Something about morse works for you, I translated it to

But anyone can get a translator. Okay.

Any fool can look up the literal translation on the internet. Now, what does it actually mean. And the translator sucks

No, it's just that the Morse inbetween actually means something that isn't literally translated (e.g. .-. = R =Received and understood)
