2005 Fourth Quarter Resolution Survey

In the fourth quarter of 2005, it was common for groups of nations to work together not only in drafting a proposal, but in telegram campaigning for a resolution. The debates for UN resolutions during this period are fairly well documented on NSWiki, reflecting the increased interest a number of UN members had in recording the history of the body. However, this quarter is also notable due to the large number of resolutions that failed during this period too.

This survey will be used to determine the “finalist” of the fourth quarter resolutions that you, NationStates players, liked the most. I took the ten most popular resolutions from the third quarter of 2005 and included them in this poll. The poll is open to UN members and non-UN members, and you can vote for a resolution that your “country” voted against. I’ve included resolutions and repeals, since technically they both are resolutions. The point is simply to help decide which resolution we most liked.

Please feel free to reply to this thread to mention any other resolutions you liked. Perhaps future proposal writers will look to the more popular resolutions as examples of what players like to see.

Here is a list of ten most popular 2005 Oct-Dec UN Resolutions:
Repeal “DVD Region Removal”
Fossil Fuel Reduction Act
Diplomatic Immunity
Global Food Distribution Act
IT Education Act
UN Small Business Education
Repeal “UCPL”
Rights of Neutral States
Repeal “Right to Divorce”
Repeal “Save the Forests of the World”

Summaries of some of these resolutions are available at the UN Timeline article on NSWiki:
http://ns.goobergunch.net/wiki/index.php/UN_Timeline

p.s. Mods, I will *not* start the "Wild Card" survey for some time. I want to give players a chance to weigh in on the existing surveys. Though when all is said and done, we'll place the results of the highest vote getter for each of the six surveys (4 quarters, 1 wild card, 1 overall) on the NSWiki UN Timeline entry. :)

Several resolutions were adopted in this quarter, but left off the ballot. Each nation may nominate up to *two* of the following resolutions to be included on a "wild card" survey that will be held at a later date. The top two resolutions from each of the quarterly surveys and the wild card survey will "advance" to a final 2006 survey.

Here is the list of other 4th Quarter, 2006 resolutions:
Representation in Taxation
Repeal "Protection of Dolphins Act"
Right to Divorce x1

Shit, I forgot Diplomatic Immunity. Hmm. Well, I'll stick with GFDA, but I did like DI too.

I think we should save the 2006 resolutions for Jan. 2007. :) Though, there is no reason why we can't do 1st Quarter 2006, at the start of the 2nd Quarter (i.e. in April).

I think it's better to do this as a yearly gig.

Yeah, I think doing them in Jan is a better option. It's maybe unfair on the earlier ones, but it just keeps it more orderly.

With even major members leaving every month, having this done every three months means you have a significantly different demographic for each time. Better to do it all at once.

Apologies for the obvious bias, but I have to go for the bunny killer, Repeal Save the Forests. How something that obvious can be so tight is beyond me, but it did give me a thrilling ride... :)

Argh, you've presented a valid stastical argument from which I can not wiggle away! ;) We can make this a community Jan. event. I'm also hoping this will give those of us some additional good / neutral content to the UN Timeline.

p.s. I'll edit the first post in each series to include the resolutions that are eligible for "wild card" nomination, and keep a tally of nominations.

As you will set up 5 polls for the first round, will you take the 2 best of each round to get the 10 finalists or only one by round and get 5 finalists?

There is only 13 resolutions left from the 4 quarters, so i suppose it will be easy, 10 out of 13 will get a wild card :)

*suggests 2 from each round and one from wild card - 10th option is "other" or "none of the above"

I'm a bit lost here ... originally I was thinking:

Q1: 1st and 2nd place
Q2: 1st and 2nd place
Q3: 1st and 2nd place
Q4: 1st and 2nd place
Wild Card: 1st and 2nd place (any resolution that didn't make it to the Quarter rounds)

Naturally there are some strong resolutions that will get eliminated in the quarter surveys, and "weaker" supported resolutions that might make it in via the wild card, but the idea is to give resolutions that were *fun* but close votes a chance to be "Best of 2005".

The polls are limited to ten spots, so right now we are filling the first 8 slots.

Now for the Wild Card, I was thinking of just taking the ten most nominated resolutions, but allowing players 1 nomination per quarter. So you would have 4 nominations, I would have 4 nominations, etc. We could give every player the chance to nominate 2 resolutions per quarter, but ultimately I want to fill 10 slots to give as many resolutions a shot.

Diplomatic Immunity.

It won the coin toss between itself and GFDA.

It was a cross between GFDA, Rights of Neutral States and UNSBE. I had to pick GFDA because it helped my economy, and it really pissed the commies off. :p

Fossil Fuel Reduction Act, Diplomatic Immunity and the Global Food Distribution Act are awful bills that deserve repeals.

They infringe on national sovereignty in so many ways. Before diplomatic immunity, no one in my state was above what little law we have, now they are treated as elitists. Few diplomats are allowed in my country now.

Fossil Fuel Reduction Act caused inflation of the GPI in my nation. All prices on food and economic goods are raised and there are less jobs in manufacturing because of it. Congrats, the bill trys to make the world a better place but it causes poverty.

Global food distribution act [ext. REQUIRES the gradual reduction, in stages, of all protectionist mechanisms in the trade of food including, but not limited to, Tariffs, Duties, Farm Subsidies and Subventions. Exception will be made for protectionist mechanisms which are based upon legitimate Religious, Cultural, Medical, or Ecological concerns;] limits my nations ability to subsidize farming to lower prices so even the poorest of the poor can eat.

Congrats UN, you helped cause poverty, elitism and starvation throughout the world... HORRAY!

My favorite was the Repeal “DVD Region Removal” resolution. From my joining of the United Nations I thought it was an absolutely disgraceful resolution so I was glad to support its repeal. It no longer stained the walls of the United Nations and I was glad to of helped remove the stain.

The problem with the repeal of "Save the Forrests" is that the Resolution shouldnt have been allowed to pass in the first place. I tend also not to vote for Repeals. I have voted for the GFDA as it is a good piece of solid legislation.

Definitely the hardest decision to make - some cracking repeals, plus Diplomatic Immunity. Er... Repeal UCPL over Repeal DVD Region Removal, purely for sentimental reasons. UCPL was my first UN debate.

The representative of 511 LaFarge should try reading the "Diplomatic Immunity" resolution again. It very clearly states that the granting of diplomatic immunity is the sole prerogative of the nation in which the diplomats are to be stationed. If you don't want to grant diplomatic immunity, don't.

Two resolutions qualified for the 4th quarter: Diplomatic Immunity (13 votes) and Repeal "Save the Forests of the World" (8 votes).

This thread / poll can be considered closed. :)
