Internet Ad Control
Understanding that the majority of pop-up and banner ads, spam, etc. are attempts to spread malicious software across the Internet,
Aware of the profit made from software blocking these ads and of the amount of this software across the Internet, destroying the need for this,
Annoyed with the time this takes up,
Outlaws Internet pop-up, banner and spam, especially in cases of malicious software.
Support and editing would be helpful.

We here at Super Mario World 3 and as a UN delegate for the entire EWB region feel that there are more pressing matters to take up the UN's time.

Internet Ad Control
Understanding that the majority of pop-up and banner ads, spam, etc. are attempts to spread malicious software across the Internet,
False. The majority of banners are attempts to advertise various things online. A small, and I mean REALLY small, minority of banners actually spread any malicious content. Pop-ups has the same truth, only it has a much higher (though still minority) percentage of malicious software attached to it. Want proof? This very site has dozens of banner ads, and NationStates has had two different banner ads since I started playing it (only taking the second one very recently). I know another site where I saw somewhere along the lines of dozens of banners. My regions forums has had probably a dozen banner ads that I noticed. Spyware - 0. Malicious programs - 0. When you surf the net, you probably see hundreds of banners without realizing it - yet most of the time, you won't get anything from them.
You'll find you have more issues when you go into more taboo types of sites - porn, etc, as they know you're coming to see that taboo data, not because you're surfing. A lot of the mainstream sites - no matter how many popups or banners they have, they often do not have those issues because they WANT people to come to their sites
Aware of the profit made from software blocking these ads and of the amount of this software across the Internet, destroying the need for this,
What about the profit that sites like Jolt or various free sites that are 100% dependant upon that income?
Annoyed with the time this takes up,
Congrats

Because the UN regulates the Internet - or even better, the servers in non-UN nations

Ah the Internet. Endless void of sensorless stuff. What? you wish to oppress my right to increase my knowledge of you by way of advertising/malicious probing software thus decreasing the likelyhood of my being able to pitch to you goods and services that you are likely to go for?
Good luck!
Muhahahahahahahahaha!
That aside i am against spam etc as it is a pain in the arse. :D
