International Lottery
A resolution to legalize or outlaw gambling.

Description: UNDERSTANDING the need for the UN to raise money through means other than taxes.
ACKNOWLEDGING that not all UN member nations support gambling.
Creates an international lottery. Participation in this lottery will be voluntary for each individual UN nation. Only citizens in participating nations will have the right to play. Half the money raised through this lottery will be added to the prize pool. The other half will go into a UN regulated fund. The purpose for this fund is to provide money for projects including but not limited to: Environmental preservation, community development and social education.
