I'd say it'd depend how you phrased it. If you abolished space travel in the name of security it could be International Security (or maybe Global Disarmament, argh); if you say there's a right to space travel, but you're suppressing it, then maybe Moral Decency; Social Justice might fit; you could probably even make it Environmental?
My advice would be not to submit it all. Space travel = win.

You really need more detail about the proposal in order to decide on its category. At first glance I'd say Social Justice.

Wherever you put it, whatever you call it and however you word it, you can guarantee some mod or other will sweep through and whack it if it doesn't conform to their individual whim.If you have a specific complaint of misconduct, make it in Moderation. This sort of baseless libel is not appretiated.
As for the thread starter's question, write the Proposal and then people can decide where it belongs. You're being far too vague to make any kind of judgement.

it would going to be abolishing space travel and using the money to help end poverty as if we cant look after our own planet how can we destroy others?

I believe it would be classed as moral decency in that case unless there is heavy emphasis on disarmament. It would be wise to note that many nations use and even inhabit space in the NSUN.

That actually, to me, sounds like Social Justice.
But, really, I would ask you to think about this. Firstly, I would argue (and, should this get anywhere, will argue) this contravenes UNSC (as space travel is clearly necessitated by that); secondly, there are some space-faring nations in the NSUN who look after their people very well; thirdly, I just don't see it as an international concern.

As you just stated it, social justice. As Gruen said, it has the potential of being in conflict of passed resolutions, and if you actually post a draft, we can help you edit it.
If you post a draft, plagiarism is against the rules and if someone else tries to post it, the moderators have dated proof that it was your idea and will delete it, so don't worry about that issue.
