Reduce Black Market Arms Sales

A resolution to improve world security by boosting police and military budgets.

Description: THE GENERAL ASSEMBLY, CONSIDERING that the illicit traffic in small arms impedes development, constitutes a threat to populations and security, and contributes to the destabilization of States;

RECOGNIZING the suffering caused by illicit trafficking in small arms and that States bear the obligation to bolster their efforts in developing practical ways of addressing the problem;

REAFFIRMING the right to individual or collective self-defense recognized within United Nations implying that States have the right to acquire arms for defense;

REITERATING the importance of the right of self-determination of all peoples, especially under alien domination or foreign occupation;

CONVINCED of the need for a thorough approach to control and reduce small arms and light weapons in a balanced manner to ensure international peace and security;

1. ADOPTS the following recommendations for the curbing of illicit traffic in small arms and light weapons with respect to the definitions of this weaponry articulated in the annex of this resolution;

2. REQUESTS an independent council be formed to continue to consider the matter and report to it at its subsequent sessions on the implementation of this resolution and to seek and consider the views of all Member States on the objective, scope, agenda, dates and venue of an international conference on the illicit arms trade;

3. DECIDES to convene an international conference on all aspects of the illicit arms trade no later than 2005;

4. WELCOMES the offer by the Government of Mikitivity to host in Miervatia, no later than 2005, an international conference on all aspects of the illicit arms trade;


I was just browsing through the passed resolutions and saw this, and wondered whether that conference was actually held...

No. There were attempts to get it going, but to my knowledge nothing ever materialised.

Not entirely sure i'm happy with the contextual use of the word 'black'....or singling out arms for attention, could be limbist....

What exactly does this proposal do? Maybe I missed the big she-bang in it but it seems to kind of just say that the Black Market is bad but doesn't really propose anything to solve the problem. Also, 2005 isn't necessarily a date that all nations in NS abide by in regards to their calendars.

It might be a good idea to convene a conference on this issue, so that a proper discussion could be done. That said, I agree with those who say this achieves nothing, it must be the purest example of rhetoric I've seen on these forums so far.

It's not rhetoric. The conference - as far as the Un is concerned - took place. We just didn't RP it.

Hm. Ex post facto illegal, but was fine at the time. This is, however, the kind of thing I was wanting to stop with the committee rules, as this Resolution doesn't really do anything. Yes, there was a conference, but it didn't do a damn thing; this looks to be a Resolution that had no point other than to have a conference. Whoop-de-do.

And I utterly fail to see how calling for a meeting is "Signifigant". This could easily be a target for the "clutter-reduction" crowd.

I've got a question for those of us who were around when this resolution passed. How many of us remembered that we were even suppossed to have this conference?

I remembered, in about October. There was some brief discussion, and Listeneisse tried to get it going, but nothing came of it.

I assume even mentioning the conference in the repeal would constitute MetaGaming (other than "what's the point yeah, it's just a conference, innit")?

(Note to self: avoid phrases like 'the repeal'.)
