The UN has passed several proposals guaranteeing gay rights. I don't know if it's ever legislated age of consent, but I believe it would be illegal to discriminate between the two, so the proposal would probably be redundant.

Do Bisexuals count as homosexuals though? I would personally think they are of a different sexual orientation and we perhaps should consider the idea that they might be being discriminated against through being regarded as 'different' to homosexuals.

this is an interesting one. i think bisexuals count as both hetro- and homosexual, and would probably be covered already

I don't think it matters. Age of Consent is different even down to the local level. This matter is clearly socially defined, and not something the UN should deal with at all.

They use sexual orientation in many resolutions instead of homosexual.
Query for the original poster (if they're still around). If your idea is about bisexual rights, why did you entitle this thread 'Gay Rights'?

A properly worded resolution would automatically include bisexuals by simply including all gender-based sexual orientations.
