Description : The United Nations,
OBSERVING the health of all people is of interest to the world;
RECOGNIZING the humanitarian work of the IRCO;
NOTING
the unequal health care in countries of varying economic development;
the technological achievements in the treatment, control, and eradication of disease in one nation is in the interest of all nations;
contagious diseases affect all humans without regard to race, religion, nationality or national border, or gender;
it is a fundamental right of all people the enjoyment of the highest standard of health without prejudice;
IN THE INTEREST OF providing the highest quality of health for all individuals:
ESTABLISHES a new UN funded organization of health providers and researchers, the United Nations World Health Organization (UNWHO);
CHARGES said organization with:
co-ordinating health and health services in all member nations
establishing a standard of health for the entire world and working to help all people reach that standard or better;
co-ordinating international research and development of, but not limited to, diseases, vaccines, and medicines;
working with the IRCO when the two organizations have common interests;
providing assistance to member nations that request help in developing their own health services, or aid in times of health emergencies;
FUNDED by the United Nations and public and private grants and donations
STRESSING that health is a benefit to all and donations will not incur favored status, treatment, or aid from the UNWHO.
ENCOURAGES all member nations to the best of their abilities support the UNWHO should it be founded with the adoption of this resolution.

I have problems with its reference to "the world", because it's reasonably well-established that NS actually contains multiple inhabited worlds...

We are aware of the various resolutions in existance, but words such as "strongly encourage", "recommends", and "suggests" in these resolutions does not do enough. We feel we need to establish a UN organization to make sure that these things are done, lest they be "swept under the rug" by a nation that cannot or will not abide by the softer wording.
I have problems with its reference to "the world", because it's reasonably well-established that NS actually contains multiple inhabited worlds...
I will change "the world" to "all nations", but I should note that many resolutions, including recent ones (Fossil Fuel Reduction Act, Global Food Distribution Act, IT Education Act) are worded in such a way a single planet is inferred.

The who sorry? If this is an RL organisation I'm afraid the resolution is illegal. If not, then all's good, though I'd like to know who they are.

Absolutely agreed, the welfare of the citizens of the worlds is of the utmost importance to all. The failure to recognise the communality of the causes of our medical ills is therefore an essential step to tackling the failures of the deficiencies present currently in the systems.

Again we agree completely with the statement, except the reference to the IRCO (which I now suspect to be the International Red Cross Organisation, if so, then I'm afraid the proposal is illegal to the best of my knowlege).

We are worried by the idea of private grants and donations being used to extract and wield influence, especially if done by otherwise unscrupulous organisations. How do you propose that this be avoided?

What about to the nations benefitting from the aid? Will they be more vulnerable to influence?
We like this resolution a great deal and apart from the couple of points already mentioned elsewhere and here, we will support it.

The subject of Resolution #29, called, oh wait now, "The IRCO"? They've never been established by the UN, but to say they don't exist would render several proposals illegal.

Isn't the IRCO actually being run as a nation, perhaps as a puppet by one of the Mods? I think that I've seen it somewhere around here...

Sort of Mikitivity has a puppet that nominally acts on it, but that more reflects the idea that NGOs should participate in UN debates. You don't have to recognise that as being 'the' IRCO.

I recently had an idea to try a proposal for the same subject. I gave this much thought and consideration and engaged the Members of the UNOG to help build the resolution. However I encountered a severe lack of time and had to put this on the back foot until i had an opportunity to raise it again.

Despite advances in the life sciences and the best efforts of individual nations, citizens of UN nations are still threatened with disease and sickness. The UN recognises a severe lack of cross-border assistance in the fight to control health hazards that have no borders.
The United Nations World Health Organization (UNWHO) is hereby established to:
• Create a worldwide network of medical, chemical, biological and technical experts to join and share data in relevant fields and to study and investigate all health concerns that threaten the citizens of the UN with an untimely demise.
• Work proactively with UN Governments and Non-Governmental Organisations to stem the spread of disease. To respond swiftly in the event of a life threatening epidemic in order to save as many lives as possible and to stop the spread of an epidemic as soon as it occurs, if not before it reaches epidemic proportions.
• Educate Governments and Citizens in practises promoting the good health and wellbeing of the peoples of UN nations and to educate on matters such as cleanliness, nutrition and awareness of disease prevention.
• Locate local health hazards and to seek solutions for same and to work with local agencies in efforts to install or repair infrastructure vital to continued health of citizens.
• Collate medical best practise and to set and adopt an international Standard for all medical institutions of the UN so as to ensure quality of health care for every UN citizen.
• Form rapid reaction teams of scientific and medical experts who can be mustered and assembled at an outbreak point anywhere in the UN Member Nations within 24 hours of a suspected life threatening outbreak, tasked with neutralising the source and taking appropriate action to stop the spread of the outbreak to surrounding areas and bordering nations, which may include vaccinations or quarantine measures.
• Create centres for disease control where samples can be collected, stored, and investigated so as to find cures and manufacture antidotes and treating agents and to create and store stockpiles of treatments ready for shipping to affected regions so as to aid in stopping an outbreak before it spreads beyond the source.
All UN member nations are advised that once enacted, Inspectors and rapid reaction teams are granted full unhindered and unimpeded access to all suspected areas. If teams are impeded in carrying out their tasks under the authority granted to them by the UN, a quarantine will be placed on the affected nation’s territory enforced by UN member nations, stopping entry of persons or goods from the affected nation/nations. All travel by citizens and all exports from the country will cease until the quarantine is lifted. In situations deemed serious enough the use of deadly force is sanctioned to ensure the quarantine holds.

you might recieve some backlash over this. not only are those words used in quite a few resolutions, but as soon as you make statements like that i have bolded, you will get the National Sovereignty section going against you, not to mention that some will say "we're not going to pick up the short-fall for another nation". i think probably the best thing to do is to try and repeal all the others before trying to submit this, because, as stated, a good deal of your proposal is already covered.
