on the nationstates page, select un in the menu, and click the button on that page that says join

when you have your nation in front of you on the screen simply click on the United Nations link on the left hand side. You will be taken to the UN page for NS and there will be a link to click to "Join". Once you have clicked this it normally takes a day to become a member and you will recieve an email to confirm.
***Very Important*** It is against game rules to have more than one UN nation logging in from any one IP address.
