UN Resolution: Medical Free Trade Inititive

The Medical Free Trade Inititive is designed to help UN members, rich and poor, bridge a gap with regards to the extremely important issue of medical supplies and the quanity and amount of medical supplies and drugs that is provided to a nations people for their benefit and for their survival. This issue is a very strong issue, at least in the minds of this resolution's writers.

The Medical Free Trade Inititive proposes the creation of a Free-trade zone with regards to medical supplies and medical research and equipment regarding all United Nations members.

The Medical Free Trade Inititive guidlines are:

1) Creation of a Free Trade Zone within the United Nations with regards to medical supplies, medical research and medical drugs in between nations.

2) With the creation of a Medical Free Trade Zone, all tariffs or protectional fees or legislation with regards to medical supplies and drugs in section 1) will be decreased.

Years 1-10: Tariffs will be decreased 50% on all medical supplies, and medical drugs between nations.
Years 10-15: Tariffs will be decreased another 25%, and legislation and/or other protectional fees with regards to supplies, and drugs will be wihdrawn.
Years 15-20: All tariffs will be gone with regards to medical supplies, and drugs in the United Nations.

3) Creation of a United Nations Free-Trade Medical Conference, which holds a meeting each year in a host nation to discuss the values and disadvantages of the Free-Trade agreement.

4) Medical research teams within the same twenty year period will be allowed to freely conduct research in the nations of their choosing if this resolution is passed. And that all research that is requested can be transferred to another with no hassles.

United Nations Free-Trade Medical Conference also will include;

Council of a certain number of nations which will hear;

- Request for time extension with what has been stated in the resolution
- Request to refuse cooperation and sharing of research with other nations
- Request for immediate reductions of tariffs for certain time period because of certain circumstances

Request for Time Extension:

In a Request for a time extension, a nation will present to the council a reason why they cannot decrease their tariffs or regulations with regards to drugs, supplies or research. The council will then decide if the reason is acceptable and grant additional time for the nation that requested this.

Refusal to Cooperate in Research

A nation can refuse to cooperate in allowing their researchers or research that has been researched within their borders to follow into another nation for the sole reason of they are at war with a nation or nations and they do not want their medical knowledge to fall into their hands.

Request for Reduction of Tariffs

A nation can request to the council a reduction of tariffs or impediments to aid for a certain time period with regards to the whole Free-Trade Zone in this case the UN. The council can only accept this request with regards to an epidemic, a famine, or natural disaster has struck a nation or nations, and aid is being impeded because of tariffs or legislation with regards to medical supplies, drugs and research.

I would make sure to clarify that the zone spans the whole of the UN and not just that its within the UN.

How does this tie in with the exception for tariffs based on medical concerns afforded by the GFDA (assuming that passes)?

this may a free trade proposal but has anybody given thought to poorer nations.

they won't be the ones exporting, it'll be rich countries making another killing with their expensive drugs.

the only problem i see here is the market being flooded by faulty drugs that could lead to other problems. other than that, it looks good
