I'd like to bring the Hyperspace Ark Proposal to the attention of fellow UN members. Without further ado...
A resolution to increase the quality of the world's environment, at the expense of industry.

Description: Description: A proposal to send people on a life-long mission into the furthest reaches of space to save a seed of mankind from the inevitability of the collapse of society and the depletion of natural non-renewable resources.

We, the peoples of this planet called Earth and members of the United Nations who have sworn to uphold the rights and freedoms of each and every sovereign nation whether included in the United Nations or not.

RECOGNIZE that the earth contains limited resources to further the development and evolution of the species Homo Sapiens Sapiens. This is common knowledge and indisputable.

ACKNOWLEDGE the inevitable, inarguable and eventual inhabitability of the planet for human habitation and wellbeing due to any of the following:
(a) strife
(b) meteoric calamity
(c) exhaustion of non-renewable resources necessary to maintain life
(d) viral depopulation
(e) mass-extinction on a global scale

PROPOSE this, the Noah's Hyperspace Ark Resolution. Which is to be comprised of Ten (10) Intergalactic Spacecraft to go out and seek out new life and new civilizations, to boldly go where no man has gone before, to colonize and expand the domain of the human race peaceably and without conflict where possible.

1.0 MANPOWER:
Each member nation of the body of the UN shall henceforth contribute towards building, maintaining, and manning these space-craft capable of housing, feeding, and maintaining in perpetuity an international crew of voluntary representatives

1.1 from each sector of the workforce, sciences, military, and religious orders
1.2 who will live the rest of their natural lives aboard this space-craft
1.3 breeding and continuing the human species
1.4 all equally committed to saving humanity from itself and eventual extinction

2.0 FINANCIALS:
The Noah's Hyperspace Ark(s) will be funded through a mandatory levy of a percentage of each member nation's GDP, and through profit sharing from the advanced technologies and scientific advancements these spacecraft will make possible.

2.1 Each member nation will contribute 0.05% of their GDP towards these goals
2.2 Profitsharing will be on a representative basis. i.e.; the gross costs will be divided on a GDP percentage basis

3.0 TIMELINES:
These timelines may be ammended in the future due to new scientific discoveries.

3.1 Phase 1 : each member nation to have a 3 year phase-in for the financial considerations of this undertaking.
3.2 Phase 2 : construction is to begin by the year 2010
3.3 Phase 3 : unmanned near deep-space test runs by 2015
3.4 Phase 5 : first mission underway by 2025

4.0 GOALS :
4.1 Survival of the species
4.2 Exploration
4.3 Trade

The proposal is illegal for 'branding'.

branding will result in the Proposal being deleted. Don't list everyone who posted in the thread for your draft, don't list yourself, don't list your Minister Of Making Proposals, and don't post the 'pre-title' of the co-author (ie: "The Republic Of...").

The Constitutional Republic of Tekania would be glad to ferry people from your state to the stars... And even give information from the GEDRA archives to facilitate the search for a viable planet for colonization. Though, we will not support this proposal; as we're not from "Earth".

We must find for not supporting this proposal as many nations such as us have long been traveling in space thus are already funding this on our own. Also should you desire assistance to start a space program contact the Zeldon National Space Agency for details and costs... As we have been traveling in space for several decades now.....

Though, we will not support this proposal; as we're not from "Earth".Sikosys is probably not too aware of all the Roleplaying in NS and the multitude of different tech levels running alongside one another. However I suspect that a lot of this proposal would go against the resolution "UN Space Consortium" in a few areas.

However, the proposal itself is moderately well written and well reasoned. It perhaps goes into too much detail, and the signatures at the end are illegal, but we thank Sikosys for the effort and look forward to future efforts.

We do not thank Sikosys for attempting to denude our economies of a full 0.05% of our annual GDP for this massive white elephant project. We will not be awaiting a resubmission with much eagerness.

Is there really any need to be so negative? So this proposal sucks, but no point putting people off coming here again.

I've said it time and time again that the UN forums should at least try and be more inclusive, welcoming and positive. That particular comment accomplishes nothing apart from put people off here. If people don't come in here with drafts, we can't improve them, and then we get poor resolutions, or we further anti-UN sentiment.

Remember - we were all newbies once, try and sympathise once in a while.

I'm a July 2005 nation...I think I probably still am a newbie. And I fully agree with you about being inclusive...in terms of including people. Not legislation. I hope the proposer does return, but I think it's well within my rights to point out I am not keen on his submission as it stands.

Seriously though, this proposal is rubbish, but we can try and look for the positive as well :) It was not directed at you in particular, as I think this condition is prevelent within the UN forum regulars, and I do apologise if you felt it was a attack on you personally.

I'm suprised that newcomers are being struck down by the condition as well though (which is why I think you are a reincarnation of someone).

A charming idea and one that merits further consideration. However, my people would not thank me for sanctioning the investment of so much in a fanciful last resort when we can scarcely feed ourselves at times.

there is no way i could support this.

lets look at our own solar system, the only one we could travel in our life time.

the only one that can support life is the planet we're standing on. there is no point spending money on a white elephant like this.

and the honourable delegate from Sikosys can take of the alien ears as well.

There are a lot of ultra-tech nations who would eat a noah's ark for breakfast.

Hirota, as a pretty normal nation is not very impressed either. Now if you can turn water into wine my government would be impressed - our scientists have tried it for months with no luck. Indeed I think they are planning to shift attention to turning lead into gold.

Enn came thisclose to finishing our intersolar teleportation device, before the Council pulled funding, citing our complete lack of need for such a device. The plans got lost during Destabilisation. The Triumvirate continues with the Council's opinion of the matter. It would take an extremely good argument to convince the Triumvirate otherwise, and as such Enn is unlikely to support this proposal.
