The Democratic States of Cilly with partnership with the Allied Empire of Jey, plan to submit a proposal called: The Laws of the Air, which will include:

1) Airport Security & Technologies
2) Personal Item Security
3) Pilot Training
4) Airplane Safety Regulations
5) Trans-National Travel

Any ideas?

Well, it's a little difficult to comment right now, but some of this looks like stuff that may well be left to be decided on an individual basis. You might also want to make it a lot better than the (illegal) resolution you're quoting as inspiration.

Have you seen the draft, "The Civil Transportation Safety Act", which was posted to this forum three days ago? It might be of interest.
