Global Employee Communication Forums

A resolution to improve communication between management and employees in transnational businesses

Noting that the functioning of global markets involves a process of concentrations of businesses, cross-border mergers, takeovers, joint ventures and, consequently, a transnationalization of businesses and groups of businesses (where for the purposes of this resolution a ‘business’ shall be any undertaking carrying out economic activity);

Recognizing that procedures for informing and consulting employees have proved to be beneficial in enhancing the efficiency of businesses and avoiding problems connected to restructuring;

Accepting that appropriate provisions should be adopted to ensure that the employees of transnational businesses and groups of businesses are properly informed and consulted on decisions which affect them in even when they are made in UN Member States other than that in which they are employed;

The Members States of the United Nations hereby resolve to implement the following procedures into their national laws:

· Without prejudice to the possibility of employees’ representatives agreeing otherwise, a Global Communication Forum should be created in all businesses with over 500 workers and with over 100 workers in two or more UN Member States;

· Global Communication Forums should operate on the basis of an agreement between central management and elected representatives of employees from all UN Member States in which the business or group of businesses operates;

· A Global Communication Forum shall consist of employees’ representatives from all UN Member States in which the business or group of businesses operates;

· It shall be convened at least twice a year - at which time it will be informed and consulted on the current and projected activities of the business or group of businesses in such a way that it may assess the possible impact on employees' interests and give a response;

· To that end, the central management of the business or group of businesses should communicate to the employees' representatives general information concerning the interests of employees and information relating more specifically to those aspects of the activities of the business or group of businesses which affect employees' interests.

One would think that the businesses in question themselves -- assuming they want to succeed -- would be doing this anyway.

Firstly, doesn't the Right to Trades Unions cover most of the objectives of this, and secondly it seems to me that.

where for the purposes of this resolution a ‘business’ shall be any undertaking carrying out economic activity includes governments (buying weapons for the army and Ferrero Roche for Ambassadors, building new parliaments, etc), normal citizens (buying an apple is an economic activity), lions (catching a gazelle is technically economic activity)...

Plus, all it would do is encourage transnationals to move to non-UN members.

Well, written, but...

1) No - trade unions operate primarily at national level. The idea here is that if (for example) a TNC is based in Fronton Majorel and has a subsidiary in Cobdenia, that the Cobdenian workforce will have access to information and consultation with the central management in FM, which actually makes the decisions about their jobs.

2) OK - how about "primarily for carrying out economic activity"

3) I can't see TNCs excluding themselves from such a massive market simply because they have to have a GECF (which for companies of that size represents negligible costs and is widely regarded as good practice and to be in their interests anyway as it prevents industrial friction during restructuring).
