Idea for a proposal: Bicycle Accomodation

I was wondering if there had been a UN resolution about bicycle accomodation. If not, I may try to submit one. It's my first time, so I'm not quite sure what I'm doing, or if my format/language is alright, but here's the basic idea:

With fossil fuels running out and countries struggling to implement plans to switch to alternative fuels, it is important to recognize that for short distances, human-powered bicycles are a feasable alternative to driving an automobile. It is also important to recognize that many developed cities are designed primarily for cars, with bicycles being secondary. Therefore, this proposal would require, in major cities (need definitions here; maybe in miles of roads, or population?):

a) bike lanes to be clearly marked on all streets
b) sensors to trip a stoplight in the bike lane, if there are sensors in the automobile lanes (if on a timer, this makes no difference)
c) bike racks in front of commercial institutions
d) guidelines about behavior around bicycles to be added to driving manuals/training/testing

and maybe:

e) affordable city bicycle rental

What does everyone think? Bad idea, good idea, mediocre, incomplete? Just dumb?

On a general set of questions - what about people who don't have bicycles? Would they be forced to follow this proposal? (I think we have maybe one guy who has a bike - everyone else has a horse and cart, or just a horse. We like horses!)

Precisely the kind of piddling micro-managing the UN should avoid at all costs. This kind of thing should be decided by councils, not national governments, and certainly not international bodies.

This is too specific. Your intent, to reduce fossil fuel reliance, is laudable, but as far as we're concerned, local solutions should be decided locally, since different things will work best in different places. For instance, some nations haven't yet invented the bicycle, while others will have surpassed it and found better alternatives.

At most, promotion of bicycles should be a minor suggestion in a bigger resolution. But there is currently no need for MORE fossil fuel reduction legislation.

but Love and esterel applaud the intention, as a similar policy already exist in Love and esterel, (in Love and esterel this policy is very soft and only encouraging)

Love and esterel would like to thanks Mechanical Wonders, because even as we cannot approve it as a resolution, we fully share the good intentions of the author

but why not adding just an "encouraging" clause in the future poposition (after the repeal of fossil fuel) about bicycle, segway, rollers ....

Because it's not for the UN even to be encouraging this sort of thing. It shouldn't be demonstrating preferential treatment of particular environmental solutions.
