Ban on Traffic Racial Profiling

Seeing as Racial Profiling by the police, involving traffic stops, harms a significant amount of people, we of Schillingland propose the following bill to amend the status quo:

THAT ALL FORMS OF RACIAL PROFILING SHALL BE BANNED, AND VIOLATION OF SUCH SHALL BE PUNISHABLE AS A FELONY.

This shall be enforceable by the local police enforcement of each member nation.

The consequences for a violation shall be the following: at the first offense, a police officer shall be reprimanded and fined. At the second, half of their year's salary shall be suspended pending review. At the third, they shall be subject to a board review for removal from job.

In order to determine if such profiling has occured, a Stop-Detain-Arrest Justification Form shall be filed with every traffic stop.

Initial funding for the plan shall be through cuts in government "pork" projects, and subsequent funding shall be through fines imposed.

I reserve the right to define any terms in the bill. :D

This is precisely why someone who's only been involved in NS for a couple of days -- and only reading the forums for a minute or so -- should wait a while longer before submitting a proposal... :rolleyes:

Would most likely work better as a national issue than as a UN resolution. Not sure if there's a similar one in place yet though. Either way, doesn't work for the NS UN, at least not as written. Getting acquianted with the system, standards and norms first would probably help too.

What about if a black gentlemen is driving a car that has "Asian Pride" bumper stickers on the back?

I would like to see the defined terms if possible. So far you have only said it applies to people stopping traffic. What about people pulled out of line at a cinema? What about people pulled out of a line at a train station? What about some woman walking down the street?

Further more how would you set about proving it wasn't based on race? If one of my officers pulls over a woman who is driving a car, the officer could easily find a reason to fill in a form (by the way - we don't have these forms) to say why they pulled them over that doesn't mention race.

Don't get me wrong - I am not in favour of racial profiling or any use of race in police work - it doesn't make things better and generally causes more chaos. But you need to define the terms more to make it acceptable.
