Hello. I've got this brillant idea, but I don't have enough endorsements to place it in the UN.

If anyone out there can help me on this, then please do so by placing the bellow text in the UN description. Please feel free to make a few changes (i.e. making it sound more legal like, etc.), but please keep the main idea the same. Under the catagory please place The Furtherment of Democracy.

There are some regions that have Delegates who are lazy or not avalible to vote. I propose that if a delegate fails to vote on three consecutive issues, then that Delegate is required to give up power to the person with the secont most endorsements in the reigon untill the afore mentioned Delegate is able to resume their place and vote on another resolution.

OOC: Unfortunately, what you are proposing is a change to the game mechanics of NationStates, which is illegal according to the UN Proposal Rules stickied in this forum.

You might suggest it in the Technical forum, but I have a strong feeling the answer will be: no.
