Draft proposal; UN Climate Change Action Fund

I would like to propose the following draft for UN delegates to comment on;

UN Climate Change Action Fund

Section I

NOTING that climate change is a scientifically accepted process, and that the influence of humans and other higher life forms is partly responsible;

FURTHER NOTING that the problem of climate change is international in nature, and therefore an international response is necessary.

BELIEVING that obstacles to reducing levels of gases that contribute to climate change include a lack of both public and private investment, and market drivers to promote alternative strategies.

RESOLVING to create a UN Climate Change Action Fund (hereafter referred to as UNCCAF), the responsibilities of which are to be defined below.

Section II

a) The UNCCAF will hold monies to fund strategies, initiatives and public and private organizations whose specific aim is to reduce the emission of gases responsible for climate change. These will include, but not be restricted to;

Public and private research and development into sources of renewable energy, non fossil-fuel powered forms of transport and other forms of sustainable development, and the transition to a non-fossil-fuel economy.

Grants for higher education students studying courses in sustainable development, renewable energy engineering etc, and institutions offering such courses.

Public transport systems.

Measures to improve energy efficiency in public and private buildings.

Public and private organizations providing goods and services that qualify for support from the UNCCAF.

Public education to increase public awareness of, and facilitate public use of, and participation in, the above initiatives.

b) A UN committee will be established to administer the collection and distribution of funds for the UNCCAF.

c) All UN nations will contribute 0.5% of their GDP to the UNCCAF, unless they qualify for the reductions set out below.

Section III

a) UN nations will be entitled to a reduction in their contribution to the UNCCAF on the condition that they provide public subsidies, tax breaks, or other financial incentives to encourage and support the measures set out in Section II a).

b) The level of reduction of the nation’s contribution to the UNCCAF will be equivalent to the funds expended in incentives as set out in Section III a)

c) The reduction due to each nation (if any would be determined by the UN committee mandated by Section II b).

Looks far, far more sensible than the draconian measure that looks like it will be currently voted through.

Agreed - a much more sensible proposal than the Resolution at vote.

Perhaps inclusion of a clause for distribution of certain monies to developing nations, at the discretion of the Committee, for purposes of developing (or expanding current use of) public transportation systems, renewable energy sources, etc. might also be good?

I like would like to see an addition of a phrase that basically sets out that UNCCAF funds would only be used on regions/planets where climate change is a problem, to save unneccessary wastage of the funds

d) Recognizing the particular problems faced by developing countries regarding the control of climate change, the committee will set aside a proportion of the Fund to specifically assist developing countries in the promotion of sustainable economies and infrastructure under the terms of Section II a).

e) In considering the distribution of funds, the committee will prioritize nations, regions and planets where climate change has particularly significant negative social, environmental and economic consequences.

Oh poo, I've just realised I spent ages writing a possible replacement for FFR, and it turns out there is already a fairly decent one!

Although mine was, admittedly, focusing more on the use of resources than climate change

Very true. I think our two proposals would complement each other very well, were both to pass.
