I think that regions should be able to call war out on other nations in there. Regions with a certain number of nations in it.

as has been stated in about a million other places, adding war to the game would recquire changing to code or game mechanics, neither of which the UN can or will ever be able to do. This is not the place for this. Also, as a matter of RPing, regions CAN declare war on each other, and they can move in and take over the delegate seat.
