Alternative Energy Initiative

A resolution to increase the quality of the world's environment, at the expense of industry.

Category: Environmental
Industry Affected: All Businesses
Proposed by: Listeneisse

Description: NOTING Resolution #122 and its repeal, and defining this proposal as its replacement,

UNDERSTANDING that Fossil Fuels are limited in supply and not renewable, thereby making transition to alternative energy sources an inevitability in coming human history,

OBSERVING that the burning of Fossil Fuels produces waste products and gasses which damage the environment, both that of other nations as well as the nation that consumes the energy itself,

ALARMED that such wastes can influence local weather patterns (e.g., smog and temperature rises) and may even influence global warming,

DESIRING to free future generations to enjoy natural resources damaged by the consumption of Fossil Fuels, such as fresh air and clean water,

APPRECIATING that if we act as a unified United Nations, we gain long term benefits we will never enjoy if we do not implement this resolution,

DEFINES alternative energy sources as those which are a) renewable, and/or b) produce minimal pollution during the creation of energy, such as solar, wind, biomass, geothermal, hydroelectric and nuclear, in addition to any future sources of electrical energy that might be developed,

NOTING that, depending on, among other things, the climate and environmental situation of the nation, different nations will prefer different energy sources,

AFFIRMING each nation's right to decide the price of energy and mix of sources within its borders, as well as whether to provide subsidies for those nations with lesser economic capabilities,

THE UNITED NATIONS HEREBY RESOLVES on the passing of this resolution, for all member states to

1. INITIATE OR EXPAND projects to promote alternative energy sources in homes and in workplaces,

2. PROMOTE safe production of nuclear power by requiring worker training and ensuring proper infrastructure,

3. SET ASIDE government funds to underwrite or finance, in whole or significant part, the purchase or lease of physical resources, and the manufacturing, distribution, and installation of the required equipment and infrastructure to implement the nation's prefered forms of alternative energy sources,

4. STOP all burning of fossil fuels and generate energy from alternative energy sources within thirty five (35) years after this proposal passes, EXCEPT for purposes of transportation or mass manufacturing at the discretion of the host nation,

5. HOLD MEETINGS of UN member nations as often as necessary to discuss the funds and technological advances needed in order to carry out the project,

ASSUMING and REALISING that not all nations will be able to make the transition in the time period given above, the UN member states shall,

1. MEET REGULARLY to discuss possible ways of aiding the nations in question,

4. OPTIONALLY SET ASIDE government funds to assist other nations in their own compliance with this resolution,

2. ALLOW AND HEAR pleas of other UN member nations who wish to demonstrate the transition from Fossil Fuels poses an economic hardship (whether due to poor general economic conditions or specific hardships such as natural disasters), and, if accepted, grant reasonable time extensions, the term of which shall be decided individually for each nation, based on realistic and progressive goals and targets for compliance.
1, 4, 2? Teaches me to not triple-check all my edits before hitting 'submit.' I wish I had a way to edit these things, or resubmit with 'friendly amendments.' Grf. Oh well.

This also closely duplicates SUBMITTED: Fossil Fuel Reduction Act (http://forums.jolt.co.uk/showthread.php?t=447128). I do apologize for any duplication of legislation. Certainly feel free to vote for the one you like best, or both, or neither, as you see fit.
