The UN-resolution #45 has some major drawbacks. It should be replaced by a new one, which provides:

a) Unifies Copyright/Patent Law be the same between all UN members
b) Creates a CENTRAL Copyright and Patent council which monitors, translates and creates copyright laws

DRAFT for : REPEAL the UNITED NATIONS RESOLUTION #45 UCPL

Recognizing, that a unified Copyright/Patent Law is a advantage for exporting countries, the UNITED NATIONS RESOLUTION #45 UCPL has some major drawbacks:

This resolution has created the "International Copyright Organization", which per definition has "chapters in every capital", thus about 30.000. For an efficient handling of copyright and patent laws, the existence of such "chapters" is not necessary. The annulment of these "chapters" would stop this waste of national funds.

For the monitoring of copyright/patent infringements, and for the translation of laws, there is no need of an "additional sub-agency". This only boosts bureaucracy.

Because of the reasons mentioned above, the UNITED NATIONS RESOLUTION #45 UCPL shall be struck out and rendered null and void.
