Why can't we just amend Resolutions?

Call me a silly billy, but instead of repealing UN Resolutions that don't go far enough (e.g the recent one about DVD regions) and then bringing about a whole new resolution, can't we just amend existing resolutions. I mean, we've got this existing one about removing the regions on DVDs, so can't we just add a bit at the end that goes 'oh yeah, and that goes for blu-ray disks and HDDVDs and all the other crap that's going to come out too'. Wouldn't that save loads of time for everyone involved?

This was hashed out for close to a year, before repeals existed. For technical reasons, Amendments can't be done in a way to accurately reflect changes to your nations. Repeal and resubmit was the best compromise they (the code-monkey admins) could make in the game code. It's NOT going to change.

You cant be serious...did you even read the resolution that is trying to be repealed? And you call the repeal "not going far enough"?

If you want to get technical a reslution is a game event that is applied to all member nations at the time of resolution passage. A repeal is a inverse event of lesser magnitude applied to all member nations at the time of resolution repeal. So ... what's an amendment? How should such an amendment be applied?

As you can imagine it would be a whole lot of effort to design an amendment resolution system into the game, never mind admending the current resolution system to support amendments (right now you strike out the whle resolution, you don't have to worry about which parts of the text you strke out) and I don't think that is currently somthing the developers would consider at this time. It's probably not even being considered for NS2.
