UN Membership is down to around 30,800 as of press time.
Is this indicative of recent UN policy, or normal blips as the world turns in NS?

I think its because summer vacation is over. Many students over the summer created a nation because they had nothing better to do. Now that school has started up, they don't have time to log on to NS, and their nations die, and there are less nations in the UN.

My own region has noticed an activity blip - thanks to school and reworking of schedules

Ness Snorlaxia, Delegate of Hyrule, was telling us in June that the summer dip doesn't actually end until around christmas time.

To the assertion that numbers are dropping as players return to classes:
I have noticed that total World nations have been declining steadily since around April of this year, at approx. 135,000 nations, to the 110,000 approx. today. Comments?

I've noticed it too with the number of delegate endorsements needed to get a proposal to the floor. In early July I needed 146 for CRPW, and today I noticed its down to 129.
A small number of the decline could be put down to the sometimes very contraversial resolutions that have been on the floor for voting over the last few months resulting in some resignations, but I doubt the numbers lost that way would be too noticeable.

Ok, using the numbers provided:
we've lost about 25,000 people which equates to about 18% (a bit under) from April. We've lost under 6000 members (Over 36,000 to under 31, 000), equating to about 17%. Now, both the percentage and the numbers lost is rounded up, so we could easily be at 16% or less
What does this suggest: the UN is actually growing considering the size of the world. That would indicate that the problem is more of a game-wide issue than a UN issue. Now, to play my own devils advocate, it could also be that people jumped from the UN and lost interest seeing the lack of International scope. Regardless, the point stands that it is a game wide issue, not a UN membership issue

That seems in accordance with other data I've seen.
The region of Texas has gathered (gathers?) weekly numbers on delegate numbers, UN membership and the like since sometime in 2003. The pattern seems to be that, generally speaking, population peaks in April of May, and Dips to it lowest in August-October.
This pattern, of course, seems to verify the thought of many declines are brought about by kids on summer break ot holidays, but there's no experimental data to prove it. In my opinion, though, it's the best guess.

It seems as though there was an upward trend during the winter months last year, then it began to drop this summer.
