Description: RECOGNIZING THAT coercive practices, discrimination, and interference by political parties at polling stations disrupt the democratic process and deprive citizens of their chance to freely choose their leaders.

To combat and eventually eliminate these practices, the U.N. will establish an agency whose primary responsibility will be to oversee elections as they occur in member nations. The agency will ensure that voters have their rights explained to them, that voters are not coerced or threatened by agents of interested political parties, and that voters have complete access to polling stations and are not unlawfully turned away or denied the right to vote. The agency will also document all attempts to interfere with the voting process and publish them in their annual reports.

This agency will be funded by member nations, and member nations will not bar its access to their elections.

Nice intro, but you need a longer preamble. This is the part of the proposal where you convince us that this needs to be done. Add reasons for why this needs to pass.

Illegal. You can create a committee, but it can not be the only thing a resolution does.

That last line isn't needed. First, the agency will be funded by the UN, which in turn is funded by the member states. Second, UN members must comply with UN resolutions, so there is no need to prevent nations from barring this resolution

This is a really good idea. I just think it needs a bit of work. If it doesn't reach quorum, I suggest rewording it and submitting it here for clean-up.
