If not, then you really need to write an argument for your repeal. I'd refer you to my own repeal of the dolphins act, which was voted on by the General Assembly just a few weeks ago, but it failed miserably [ :p ], so you're probably better off reading PC's successful repeal of the chemical-weapons ban (now Resolution #120, I believe), which passed by a razor-thin margin.

One line proposals and repeals are laughed at, no matter how much we agree with the intent. There's a reason why the proposal, once submitted, has a single word stating "Argument:" before your stuff is put in.

The repeal is more of a logical conclusion due to the arguments, then just because you want it repealed.

Yes, you can't rely on the poor reputation of the resolution that is being repealed as the sole argument.

The best way to write a repeal is to pretend you are writing a regular resolution. You will just have one operative clause: Repeals Resolution ##

You still need evidence and a preamble, just like a regular resolution. State all the reasons you want the resolution repealed. Also, consider how the resolution affected the economy, civil rights, or political freedoms.

Yes, you can't rely on the poor reputation of the resolution that is being repealed as the sole argument.

In this case, I'd actually briefly talk about how different fossil fuels generate different carbon emissions. Wiki will talk a bit about natural gas versus coal pollution. I'm tempted to finger coal as the priority problem.

AWARE that different using different types of fossil fuels to generate electricity at power plants will result in different impacts on the environment,

CONCERNED that too quick a conversion from all fossil fuels to renewable and/or cleaner burning sources of electricity generation may represent a significant burden to nations,

etc.

I'm not experienced enough here (yet) to write a legal proposal or repeal. I urge everyone to support Ficticious Proportions' very well-written and gracious repeal (on page four under proposals).
