Here is a good example of why the UN FAQ is not a set of "rules" (as frequently asked questions are just answers to basic questions), but why the Most Glorious Protocols are rules.

The FAQ itself does not tell us that UN proposals can not single out individual nations (which I think is what you are asking about) ... but the FAQ does point to a moderator created rule set (the Enodian Protocols).

(P.S. Hack, you need to get them to change the link in the FAQ to your set of rules ... as it looks like the FAQ is still pointing to Enodia's rules from 2004.)

Anyways, the Enodian Protocols don't really specifically state that you can't suggest proposals that target individual nations. In practice, Enodia, and later Cogitation and the Most Glorious Hack both pointed out that targeting an individual nation is impossible because UN resolutions impact all UN members, thus they cited these actions as game play mechanics violations.

Though I couldn't find a place in the Protocols where it specifically says a proposal / resolution can not target a specific nation, in practice the moderators will delete those sorts of resolutions.


As for the furries, perhaps a diplomatic solution outside of the UN would help. If you could point to the thread where the genocide is being committed other governments might be willing to boycot or even go to war. But even if they do, that might be better handled in the international incidents forum.
