Proposal: UN Disaster Relief Funds

United Nations,

Natural disasters occur all over the NationStates World every day yet relief funds never seem to aid these countries in their time of need. This proposal will ensure that countries that have been affected by natural disasters (hurricanes, tornadoes, floods, tsunamis, etc; ) can be helped when the time comes.

A small donation would be asked to UN nations in order to help these nations in their time of need. When the time comes for a nation to need funding for disaster relief, the UN will donate the submitted donations by other UN countries to aid the disaster area. Disasters must be real and evidence presented to the United Nations in order to recieve these funds due to some nations who create "false" disasters to recieve funding and use them for other purposes.

If passed, the money submitted will be put into a UN bank account and withdrawn if needed. When more than enough money is submitted to relieve nations in their time of crisis, the donation can be cut off (or continue to donate to support and ensure safety) and aid to the disaster areas will remain. Man-made disasters may be covered by this depending on the level of destruction. Destroyed cities or levelled countries would recieve these funds but a simple building fire would not.

If this proposal passes it will further ensure the safety of all nations in the United Nations as well as the NS world. If you do support this and pay a little donation, you may recieve that aid you paid for when you have a disaster.

Note: This has been made a donation because it would conflict with #4- The UN Taxation Ban.

Resolution #29: The IRCO

This legislation would hereby implement the International Red Cross Organization, an organization whose sole duty is to provide support for all the nations under UN rule. It functions as a non-profit organization and is run purely on donations and grants to prevent the corruption of government from interfering with its main goal to provide food, shelter, and humanitarian aid to those in need. They would be the first response team to natural disasters, terrorist attacks, and any other events which threaten the lives of citizens. May it be so that the interests of all the citizens in the free world be protected by such a humanitarian group such as the IRCO.

Actually Ambassador, this isn't correct. The UN resolution that established the International Red Cross Organization did so with the intent that the IRCO be funded based on voluntary funds with the mission to be a first responder.

It is the position of this organization that the proposal now before the UN is actually different in that it suggests the creation of a UN Disaster Relief Fund, which not only could include releasing funds for first responders, but also could be used in recovery efforts.

While we partner this organization with domestic humanitarian agencies, the IRCO was not orginally responsible for permament rebuilding efforts. A brief history of UN resolutions dealing with the IRCO is listed at the United Nations Organizations page:
