Does any UN bill not get through???

While must visting of this site has been less than regular I don;t hink I've ever seen a U.N bill that hasn't go through, has this ever been the case?? If every bill goes through, then there surely is little point in the vote.

There was a recent proposal concerning transgendered people that failed of passage by a slim margin. There have been a few others, although, granted, not many. Also, the repeal of the old "Ban Chemical Weapons" resolution passed by only 431 votes.
