Terrorism Prevention Act

RECOGNIZING that terrorism is a growing trend and threat to international security, financial stability and the safety of citizens.

UNDERSTANDING that in some cases, terrorism is being sponsored by nation-states.

THEREFORE OUTLAWING the military right of a state within the UN to train terrorists for the purpose of attacking civilians of other nations.

DEMANDING that should there be conclusive proof an induvidual is behind a terrorist act, that the should they be sheltering in a UN country they shall give up that induvidual to be tried by all UN states and sentenced.

LEGISLATING that previous resolutions be amended so the right to self-defense does not include a UN member failing to comply with this charter.

ENCOURAGING the UN to take a strongly active role in the discouragment of terrorism.

I'm slightly unsure what catergory to file this under as well - thank you for any help anyone may be able to give.

Just three bits of worthless advice.

Ammendments to passed UN resolutions are against the proposal rules, so you may want to drop that part of it.

No-one can be tried by all UN nations because there is no international court (yet).

Nations do have the Right to Refuse Extradition (http://forums.jolt.co.uk/showpost.php?p=9052878&postcount=104) if the criminal faces execution so you might want to allow for that too :).

Not really. It's just the scale of the attacks and the actual threat to the western bloc as a whole has increased.

Define a terrorist. I could argue that every single soldier in the American air force is a terrorist because they drop bombs from time to time on civilian targets. Perhaps not on purpose.....

I note Waterana's comment. All you need to do is add something stating "PERMITS a stipulation in the member nation holding the terrorist to disallow the death penalty as punishment"

Waterana's comment aside, Right to self-defense I do believe is regarding personal right to self defense, not national

defining what a terrorist is or what terrorism is has to be the main priority for any nation planning to do a anti terror proposal.

I can do the first part pretty easily - a terrorist is a person who plans or executes an act of terrorism.

It's defining terrorism which is difficult.
